The proposal placed the new town hall as a civic anchor in a district under transformation. The design uses the recognisable form of a traditional villa, scaled up and reinterpreted, to give the building legibility, character, and a varied sequence of rooms. A central gathering space organises the building and clarifies circulation and programme. A greenhouse concept, both metaphorical and actually planted, supports a civic atmosphere and links administration with everyday public presence.
